Despite conducting an executive session to discuss personnel matters during a special meeting Tuesday night, the Caddo Mills City Council opted to not take any action regarding its city manager that has been on administrative leave for more than a month.

City Manager Manuel Leal was placed on paid administrative leave on June 15. The council moved to place Leal on unpaid administrative leave with medical benefits pending the results of an investigation at its regular meeting July 14.

During a special meeting on July 6, the council hired Lori K. Orta P.C. to conduct an investigative audit to examine revenues, expenditures and the proper administration of grants.

The council has discussed the city manager during executive session in four meetings since Leal was placed on administrative leave.
