Not guilty plea entered in money laundering case

GREENVILLE — One of three Dallas County men, indicted last month on money laundering charges, has pleaded not guilty.

Jeffery Michael Kelly, Frank Harvey III and Donnie R. Neal were each indicted by the Hunt County grand jury June 27 in connection with their arrests by the Greenville Police Department in November 2013. Each received one indictment for money laundering in the amount of more than $200,000 and one indictment for unlawful use of a criminal instrument.

Kelly was arraigned on the indictment and pleaded not guilty during a hearing Wednesday in the 196th District Court. Judge Steve Tittle accepted the plea and scheduled an interim hearing for August 6.

Court records indicate that Kelly was not arraigned Wednesday on the unlawful use of criminal instrument charge.

Arraignment dates for Harvey and Neal had not been scheduled as of Thursday evening.

Harvey, 53; Kelly, 33; and Neal, 48, all of Dallas, were taken into custody on the afternoon of Nov. 19, 2013 at the 89 mile marker of Interstate 30.

Harvey and Neal are free on bond, while Kelly’s bond was revoked and he was arrested again in March. Kelly remained in custody at the Hunt County Jail Thursday, in lieu of a total of $135,000 bond on the charges.

The indictments allege the three did “knowingly acquire, conceal, possesses and/or transport the proceeds of criminal activity”, with a value of more than $200,000. The 2009 Nissan Pathfinder in which the three were traveling at the time of their arrest was alleged to have been used as an instrument as part of the criminal activity.

The money laundering charge is a first degree felony, which carries a maximum sentence upon conviction of up to five to 99 years to life in prison and an optional fine of up to $10,000. The criminal instrument charge, a second degree felony, carries a maximum sentence upon conviction of from two to 20 years in prison.
