Grand jury taking no action on former constable

— The current Hunt County grand jury will conclude its service today, without considering whether to formally indict a former Hunt County constable, wounded in an alleged standoff with law enforcement following a chase into Hunt County.

The grand jury is scheduled to convene today for the final meeting of its six-month term of providing felony indictments for consideration by the 196th District Court.

The current Hunt County grand jury has returned more than 310 indictments so far. A new grand jury, which will serve the 354th District Court, will be seated in July to run through September.

Hunt County District Attorney Noble D. Walker Jr. said Thursday the panel won’t be looking into potential indictments involving Anthony Dewayne Lewis.

A Rockwall County grand jury indicted Lewis in May on charges of murder and aggravated assault with a deadly weapon involving the February 16 shootings at The Harbor in Rockwall.

Lewis is in custody at the Rockwall County Detention Center in lieu of $1 million bond in connection with the incident during which Jessica Aguilar of Rockwall was killed and Francisco Delacruz of Dallas was wounded.

Lewis is facing indictments in Hunt County in connection with the end of a chase later that evening.

“We won’t be doing anything on that until after the murder case is resolved,” Walker said, adding there would be no point in attempting to try Lewis in two different counties at the same time, which would require Lewis to be transferred back and forth between the jails in Hunt and Rockwall counties for various hearings. “That needs to be resolved first.”

Lewis’ vehicle was spotted by law enforcement a short time after the shootings and the pursuit began, ending on the service road of westbound Interstate 30 near the Monty Stratton Parkway.

Lewis was reported by officers on the scene to have exited his vehicle and to have pointed a handgun at the officers, at which time he was shot.

A 9 mm handgun in Lewis’ possession was recovered at the scene.

The Rockwall shooting is under investigation by the Rockwall Police Department and will be prosecuted by Rockwall County District Attorney Kenda Culpepper.

The Hunt County shooting is under investigation by the Texas Rangers.

The specifics of the cases which are presented to the grand jury are kept confidential until such time as the panel decides whether or not to issue indictments.

The grand jury can either issue indictments — or “true bills” — or determine its investigation did not find sufficient evidence to issue an indictment, in which case a “no bill” is issued.

The indictments are issued open and made public, or are issued sealed if the subject named in the indictment has yet to be arrested and arraigned on the pending charge.
