Council divided again over city manager search

GREENVILLE — For the second time in two weeks, the Greenville City Council was divided over how it wanted to proceed with the search for a new city manager.

The Council was scheduled to discuss the city manager’s position as part of an executive session during Tuesday’s regular agenda.

Following an executive session during the July 9 meeting, the Council voted 4-3 to hire a firm to conduct a search for a new city manager. The vote did not specify a firm nor award a contract, but was seen as making a decision to proceed with the search process.

During Tuesday’s meeting, the Council was set to convene in executive session under Local Government Code Section 551.074 - City Manager Selection Process which allows the Council “to deliberate to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee;  or to hear a complaint or charge against an officer or employee.”

Upon returning to the regular session, Council member Dan Perkins made a motion to hire a consultant from Arlington to conduct the search and was seconded by Velma Del Bosque-Hobdy, but the measure was defeated on a 5-2 vote.

Director of Public Works Massoud Ebrahim was appointed in May as the interim city manager for the City of Greenville, in the wake of the Council terminating former city manager Steven Alexander’s contract.

Director of Human Resources Barry Robinson previously told the Council the process of finding a new, permanent city manager could take at least four months, depending on whether the Council chose to employ a search firm or employ from within.
