Library director Chiv fired following arrest

— Teresa Chiv, library director of the C.F. Goodwin Public Library in Royse City, has been fired after her arrest for allegedly threatening a man outside the library on May 3.

City Manager Carl Alsabrook said she was terminated Friday after an internal review by human resources. No other details were available.

Alsabrook said earlier that Chiv, 49, apparently became involved in a domestic dispute involving a female friend and the woman’s husband. Chiv reportedly confronted the man on Arch Street near the library.

She was arrested, Alsabrook said, after she allegedly threatened the man in the presence of a police officer.

Police Chief Jeff Stapleton said Chiv threatened to kill the man.

Chiv was taken to Rockwall County Jail and charged with terroristic threat, a Class A misdemeanor. She was released from jail the next morning after posting $750 bond.

Chiv was suspended immediately, pending an investigation.

He said soon after the incident that her actions were “totally unacceptable” and termination is “a distinct possibility.”

The internal process included human resources personnel and Chief Financial Officer Joe Stegall, Chiv’s supervisor.

Herldine Radley is serving as library director on an interim basis.
