Quinlan tables new ordinances

QUINLAN — Both of the controversial measures the Quinlan City Council had on the agenda to vote on were either tabled or withdrawn during Monday’s City Council meeting in Quinlan City Hall.

The 25-person maximum occupancy for the meeting room was filled and then some, as more than 50 people had to wait outside in the parking lot. Many showed up in support of recently-elected Mayor Donny Brock, who was sworn in during the meeting.

According to the council, former City Consultant Billy Green, who did not attend the meeting, had withdrawn a proposed contract from the agenda before the meeting. The proposed contract stated that he would be paid $30 an hour to run the day-to-day operations of the city, but specified that Green would not be a city employee.

After little discussion, the council tabled another ordinance, one that would have stripped Brock of much of his power as mayor.

Questions regarding the legality of the ordinance were brought to the council’s attention by Josh Upthegrove, Brock’s son.

“That is not in the Texas Local Government Code,” he said during an exchange with council member Carolyn Strickland.

Councilman Jacky Goleman echoed Upthegrove’s words and told that council he would not vote on any measure “until we get some legal advice on this issue.”

Along with tabling those agenda items, the council also tabled an item to select representatives to serve on a city park feasibility study.

Brock said he wanted time to call the city managers of Rockwall and Royse City to collaborate with them as to what would be the most cost-effective way to bring a city park to Quinlan.
