Council to continue L-3 lease discussions

GREENVILLE — The Greenville City Council is set Tuesday to once again at least discuss the status of the city’s lease with L-3 concerning property the defense contractor operates on at Majors Field Municipal Airport.

The Council is also scheduled to receive the results of an official appraisal of the airport, as part of Tuesday’s regular session agenda, starting at 6 p.m. in the Municipal Building, 2821 Washington Street. A work session is scheduled at 5 p.m. Tuesday.

The lease negotiations with L-3 are included under a two items as part of an executive session during Tuesday’s meeting. The lease is to be discussed under Section 551.071 of the Texas Government Code, which allows for a consultation with the City Attorney. The lease is also set for discussion under Section 551.072, which allows the Council to “deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations.”

Should the Council take any action concerning the lease, it would return to open session to do so.

On May 14, the Council approved a professional services agreement with Airport & Aviation Appraisals Incorporated, for an appraisal of the airport with a respect of the lease of the airport.

The Council is scheduled Tuesday to receive a presentation regarding the appraisal from Win Perkins with Airport & Aviation Appraisals Incorporated.

The Council voted in February to approve a non-disclosure agreement with L-3 Communications Integrated Systems, prior to negotiations starting on a new lease agreement for the defense contractor at Majors Field.

In January, Council voted to grant a professional services agreement with Taylor Olson Adkins Sralla Elam for legal matters with respect to the airport lease.

The airport covers approximately 1,500 acres. L-3 leases much of the airport property from the City of Greenville, with the original lease agreement reached in 1977. The lease agreement is up for consideration again in 2017.
