Council may be talking 'Splash' again

GREENVILLE — The Greenville City Council would appear to have a lot to talk about in executive session Tuesday night.

The council is scheduled to consider multiple issues, from the recent controversy over a noisy car wash to the potential for Splash Kingdom opening a water park in the city, during closed door sessions as part of Tuesday’s regular session agenda, starting at 6 p.m. in the Municipal Building, 2821 Washington Street. A work session is also set for 5 p.m. Tuesday.

The council is set to discuss the “car wash lawsuit” under Section 551.071 (2) of the Texas Government Code, which allows for “Consultation with City Attorney on any regular session agenda item requiring confidential, attorney/client advice necessitated by the deliberation or discussion of said items.” Late last month, the council authorized City Attorney Daniel Ray to proceed with a settlement agreement with Carlos Limones, the owner of the car wash along FM 1570 in Greenville. At the time, Ray said the agreement would address the noise issue, which resulted in several hundred misdemeanor charges filed against the business in municipal court.

The council is also scheduled to convene under Section 551.087: (1), which allows for “Discussion or deliberation regarding commercial or financial information that the governmental body has received from a business prospect that the governmental Body seeks to have locate, stay, or expand in or near the territory of the governmental body is conducting development negotiations; (2) Deliberate the offer of a financial or other incentive to a business prospect.”

Eight potential economic development projects, identified by code names as negotiations continue with the businesses, may be undertaken during the executive session, including projects Splash, Rounder, Ribbon, Rhubarb, Elevator, Peary, Clover and Socrates 100.

Project Splash refers to the Canton-based Splash Kingdom, which has proposed building the company’s fourth water park as part of the Greenville Towne Center.

The same eight projects are also scheduled  Tuesday under Section 551.072, which allows for ”Discussion with respect to the purchase, lease, or value of real property, when such discussion would have a detrimental effect on negotiating position of the Governmental body.”

The council is also scheduled to receive a report from GEUS in executive session Tuesday night.

Should the council take any action concerning any of the matters to be discussed in executive session Tuesday, it would return to open session in order to do so.
