Commissioners want to prevent road barricade

GREENVILLE — The Hunt County Commissioners Court wants to make sure a county road southwest of Quinlan does not end up being barricaded again.

The road is in no condition for driving, doesn’t even appear on some maps and likely would be up for abandonment by the commissioners, except the stretch of County Road 2314 leads to Hodges Cemetery.

“The county is prohibited from ever abandoning a road that goes to a cemetery,” explained Hunt County Civil Attorney Daniel Ray. “The county doesn’t have a choice. That is a county road and will be a county road forever.”

The commissioners discussed the status of the road during Friday’s regular session. Ray said a fence had been built across the road at one time, but has been removed and the current owner of the property on either of the road bought the land after the fence had been installed.

Precinct 3 Commissioner Phillip Martin said steps should be taken to make sure a fence does not go back up.

“The county could potentially be liable as well, if we do not contact the owner,” Martin said.

Precinct 2 Commissioner Jay Atkins wasn’t sure exactly where the road was located, as it wasn’t on his inventory.

“Do we need to start maintaining this or what?” Atkins asked. “I need to know my legal requirements.”

Ray said he would check on whether the county was still responsible for the road.

“It is a short road and it hasn’t been used or maintained for years,” Ray said.

Martin said he found the section of County Road 2314 on the county’s 911 maps after residents in his precinct asked about it being fenced off, preventing access to the cemetery.

“Basically, I have constituents who want to go see their family,” Martin said.

Ray said he would contact the property owner, instructing her that a fence must never be placed across the road in the future.
